Postal services in West Africa: Adama Diouf appointed head of the ECOWAS Executive Secretariat

Senegal was appointed by Mr. Adama Diouf, a lawyer, postal expert and manager at ARTP, as head of the Executive Secretariat of CEPEAO (Conference of Postal Services of West African States).


He was elected on Wednesday, 11 August 2021, in Abidjan, Ivory Coast, following the conclusion of the work of the Council of Ministers of the fifteen (15) Member States.


Mr. DIOUF, who was elected to head the aforementioned continental federation for a renewable four-year term, was an advisor within the same organization.


He also served for four (4) years as Chairman of the Finance and Administration Committee of UPAP (Pan African Postal Union), a specialized institution of the AU (African Union).


With over ten (10) years of professional experience in the postal sector, particularly in the area of regulation, Adama DIOUF, a Senegalese national who now heads the Executive Secretariat of the Conference of West African Postal Services, has worked his way up through almost all ranks, from department head to director of postal regulation at the Telecommunications and Postal Regulatory Authority (ARTP).


As a reminder, CEPEAO, which was founded in 2001, is headquartered in Abuja, Nigeria.


Guinea Conakry will assume the chairmanship of the Board of Directors and the Council of Ministers of the institution in question.


The Senegalese delegation attending the 27th Congress of the Universal Postal Union (UPU) in Abidjan is led by Mr. Yankhoba Diatara, Minister of Digital Economy and Telecommunications.
